West Central served as Jo Ellen Hemphill Smith’s home and art studio for more than 50 years and the birthplace of Sculptor Cary Shafer’s artistic career when the two met in the 1980s.  The Sculptural Design commemorates that artistic bond additionally Jo Ellen Hemphill Smith’s undeniable artistic Impact on the city and more directly the neighborhood that She loved.    The Sculpture created by Cary Shafer is a metal sculpture of an interpretation of an original painting by Jo Ellen Hemphill Smith.  This Symbolic Landmark signifies not only West Central's Artistic Legacy but also the vibrant downtown living our great neighborhood pioneered and that Jody helped reimagine.    Additionally, the Site, Triangle Park bordered by West Jefferson, Garden, and Swinney Park Place will serve as a connecting point between Electric Works and The River Greenway and Swinney Park.
